Apply Paper Mache around water balloon. I do about six layers. You can form the ears and tail out of paper or cardboard. Toliet paper rolls work well too. Once you have a few layer on the ballon and they've had time to dry, You can form the ears, tail and legs and paper mache them to the balloon. Let dry. This process can be sped up by using a blow dryer. One dry use your scissors to cut a slit that a quater will fit through. And a whole in the bottom if you want it to be a more than 1 time use piggy. I used a cap from an empty milk gallon to plug my piggy. One the holes been cut then you can paint and add all the pretty designs you want: )
