Lay your lining on top of your fabric if you're using a lining. Hem the tops together. Hem the bottom of the lining and the bottom of the skirt.
Sew the two short ends, insert a zipper if you're using one.
Sew a piece of elastic around the top of the skirt, four inches below the hem. Stretch it as you sew so that the skirt bunches up when you wear it. Put it on and strut your stuff. =)
