Staple two ends of the card stock strips together. Curve both pieces out and down and staple the other ends together, creating a heart shape.
Poke a small hole on each side of the hearts. Using needle nose pliers, curve one end of the wire into a curl. Feed the straight end through the hole in one heart from the inside. Push it through the hole in the next heart from the outside.
Add another curl to the straight end to hold the two hearts together.
Repeat with all the remaining hearts and wire, until you have a garland.
