I saw these once in a mobile, and they looked fairly simple to reverse engineer... and they were :D this example was only a rough idea to show the technique. not made perfectly :D
first, draw up your pattern on some paper, make sure both parts are roughly the same length draw the tail part however you want it to look. Then cut out.
pin the patterns to a doubled piece of fabric. if using felt, cut out the larger shape with it and use fabric for the smaller. I've used fabric for both here just as an example. but using felt makes the end result better.
pin together the different fabric, right side in, then sew down one side. (don't sew onto the tail piece)
open the two pieces and sandwich them together, right side in. pin together the last two sides so that the fabric is alternating, then sew along the edge. leave about a fingerspace of room at the end to flip it. (again, not sewing the tail piece)
flip the fabric around to the right way using the space at the tail end.
fill it full of stuffing, to whatever thickness you desire. then sew across the tail end.
this is where having felt for the large pattern piece makes a difference in the end result. Sew around the edge of the tail to close it, use a overlocker if you have one, or use a zigzag pattern along the edge. if you used felt, you can just sew a straight edge. which looks much neater than this one.
all done, just use a marker to add some eyes, maybe some fabric (felt is best) ovals for wings/fins (they'll need to be hand sewn on.), whatever you like. easy :D then either add it to the pile of stuffed toys, or make some more and attach them to a hoop or something with long strings to make a mobile :D
