Grab the stuff you need. I used blue metallic eyeliner by bourjois paris (number 54), Rimmel professional black liquid eyeliner, Define-a-lash mascara from maybelline, and eyeshadow from stargazer. (A VERY good brand, but if you buy it, it gets everywhere! White isn't very bad but i also have blue, and it took me quite some efford to get it from my clothes, desk, cheeks and eyes too :P) And, ofcourse, you need eyemakeup remover.
Get all your makeup off, if you have any on, and wash your face, make sure your eye is completely clean and not oily :)
Apply white shadow on the lid, and fade it towards your eyebrows.
Grab your blue- or whatever colour you're using- eyeliner and put some dots here and there.
Get the liquid eyeliner and put c's around the dots, close some, leave some open, be creative! :P
It doesn't have to be perfect. I made a little mistake there, but when I open my eye, no one sees it ^_^
Apply some mascara and if you want eyepencil, and you're done!
