Well this could be made easier if i had polka dot material but i didn't so i made the dress from three parts and the "wings" from one part :) If you have a polka dot material just lay it down in an rectangle and in measured length... cut the opening and leave the space for your arms :) sew the rest of it together... at the waist line i sheered it but you can just put an elastic string or tie it with a belt :) If you don't have it, such material in one peace, you can do as i did... sorry for lacking of the pictures i totally forgot to take them but i have illustrated it :) i hope you can understand it do :/ For the wings its quite easy... rectangle material... cut an oval shape at one side, fold it and stitch at the slaves part :) My wings are with glued dots :(but i think its loooking good at the end :)
