I love those frilly high waisted skirts..... and I was in the mood to sew! I have a hoard of cheap finds from the walmart remnants bin, so I luckily had some nice lace lying around. I used some black jersey knit for the base of the skirt, and then sewed on the lace, and sewed in a strip of elastic! Easy peasy :} And I put a belt on it, because it looks cool 8-)
