I made this with some extra lace and the top half of a tshirt. Though it isn't shown in the picture, I love wearing it with the sleeves rolled up a few notches. I've even considered adding a few stitches to keep them that way. I also like wearing a scarf on top of it and a tank top underneath.

Cut the t-shirt to the desired length. If you intend to wear the shirt without a tank top underneath, you may want to make sure it will cover what you need it to cover.
Cut the lace to 2x the length you measured in the last step, add an inch for seam allowance. Then, sew the short ends together using a straight stitch.
Finally, attach the two pieces as directed in the diagram.
