i made this for my wedding super easy and it was just from scraps left over!
first cut a long thin strip of fabric that's about 2.5 times the measurement of you thigh all the way around. and about 3 in tall. also cut a strip of elastic about 1 in smaller than your thigh. and a strip of tulle about 2.4 times the measurement of your thigh
now sew the tulle to the bottom of your fabric.
now fold your fabric over right sides together and sew along the bottom. turn it right side out and slide your elastic inside the tube sew it at one end. you don't have to have any sticking out i just put it like that to show you. you might want to put a safety pin in the side you arn't sewing down.
now take the other end of your elastic and strength it to the end of your fabric. and sew down. oh and enjoy my fantastic paint sampler lol
now just put the ends right sides together and sew. since you are going to put a lot of strain on this hem i would strait stitch and the fold the ends together and zigzag over that back n forth a few times.
now just hand sew on a charm and glue down some roses. these on mine are actually some scrapbooking roses i got from the dollar store. you can embellish however you want.
