Step 1
at first cut out the shape u want from a card board .decorate it..or write something funky on it....then take a string like this.....to make chains........
Step 2
bend it like this to make a circle
Step 3
then add it to the hole u made in the card u have cut..then add hot glue to make them stronger...like this

it will look like this.........
