The bleach painted bit is the blood seal from FMA brotherhood. I stretched the image out a little so you can see it better

Instructions

1. paint your symbol on some black fabric with bleach and a paintbrush

2. I've never made a bow tie but just did what I'd do to make a bow, which is make 2 neat rectangles and pucker in the middle before finishing with a thin strip of your material round the middle

3. Mount your bow on a strip of material with the required amount of elastic to form a loop (keep elastic at the back for neatness) and you're done :)
