• Step 1

  upload your image

• Step 2

  now go to your layers,

  unlock your layer and make a duplicate layer, you will be making all your changes in the duplicate

• Step 3

  now go to filter-blur-radical blur

• Step 4

  now choose your blur type

  spin or zoom

  I am using zoom

  quality-choose best(the highest)

• Step 5

  now choose the blur amount, either you want it soft or a larger blur

  now move the blur center, I move the center over the subjects face
