Get a piece of 1 x 2 lumber stock and cut it to the desired length. They can cut it for you at the hardware store if you do not have a saw. This is inexpensive and you can even use a scrap piece from something else (that's what I did).
Paint it and after it's dry screw in the cup hooks at 4 inch intervals. Attach to the ceiling with screws or anchors. If using screws MAKE SURE you hit wood to secure it firmly. This will be supporting a few pounds of weight so make sure you have it up there to stay. Use one screw at least every 8 inches or so.
