Just make the standard balloon stand by getting a pvc pipe and glue it to a wood base. Any scrap piece of wood will do. If you want the base to be a circle you will have to get a jig saw out. Sometimes I use a square base. What ever. Then attach balloons. Each tier is 4 balloons. There is no tape holding the balloons on. If you take two balloons and tie the ends together then stack. They will stay on. The star balloon had string and that was taped so it would sit on top. Ofcourse no helium is needed.
