This is a mini top hat I made to go with a black and white ruffled tuxedo shirt I have made out of latex. I bought the plain black felt mini top hat from a seller on Etsy. (It measures 1.5" tall, 4" long, and 3.5" wide) Then, I placed a band of white satin ribbon with a chiffon ruffle around for a hat band. Over that, I placed a single strip of black trim with clear rhinestones, in the center of the satin part of the ribbon. The cameo was taken off of a cheap adjustable ring I bought at Target, then hot glued in the center. I used sheer black flower petals and some bits and pieces of white feather scraps to make the finishing touch - they're attached to a pin-back so I can also remove it from the hat and wear it as a brooch. It can be worn several ways, though when I wore it for a photo shoot, I couldn't find any of my alligator clips at the last minute. So, I poked a couple of holes through the brim, and slipped regular old bobby pins in. Not the most elegant solution, but I was pressed for time... and they get the job done!!
