Here is a tutorial to make the cutest cupcake toppers for a Ballerina party.
You could also update the body to have wings for a Fairy themed party.

You Will Need (5 things)
- 2 Crepe Paper Streamers
- Scrapbook Paper/ Card Stock
- Cocktail Sticks
- Glue Gun
- 1 Thread And Sewing Needle
Steps (10 steps, 30 minutes)

Handdraw a template for the bodice. To make it perfectly symmetrical, fold in two when cutting it out.
Use your template to draw the bodice on the decorated paper/card stock (draw on the backside so the pencil marks won't show...) -

Cut out the bodice with scissors and hot glue a cocktail stick at the back.

Make a crepe paper rosette for the tutu:
Cut out 20cm lengths of crepe paper streamers.
Take two strips of crepe paper, put them on top of each other and fold in two lengthwise. -

Use the crease as a guide and sew the whole length of the strip with matching thread.

Then make the paper slide (pull delicately, be careful not to rip the paper) so as to create the folds. Close the rosette by making a knot with the two ends of the thread. Cut excess thread with scissors.

Fluff the rosette by separating the layers gently.

Slide the rosette on the cocktail stick.

Turn the tutu upside down (you are now holding the bodice in you hand) and apply some hot glue in the centre of the rosette.

If you wish to hide the glue, add a small circle of crepe paper while the glue is still hot.
