This is what I came up with using only recycled material when the kids asked for a boat to play at the lake

You Will Need

Step 1Make a cut in the rear part of the tray to make place for the propeller.
Cut the discarded piece in two parts, make a notch in the middle of them and attach them perpendicularly to each other to make the propeller
Make cuts on both side of the tray to attach the elastic and put the propeller between both strand of the elastic -
Step 2Make the sail by gluing a piece of foil on the popsicle stick. Pass the end of the stick through the tray and into a half cork to make the keel.
This will add stability to the boat.
You can add some bunting for decoration
