Making a Dress/Shirt

How would you make one?
If you don't get what I mean like a shirt that can be used as a dress paired with leggings or just a shirt with jeans.
How would you go about making something like that?

Do u mean a tunic? One way to make it is use a xl tee u can find how two's on this site and craftster, just search for dress out of t-shirt.
