Costume College Conundrum

I'm having a really hard time finding a college in the Michigan-Illinois-Wisconsin-Ohio area that has a really great costume design program. Most of them just have a theatre production/design major. Ideally, I would major in costume design with a minore in theater design. I'm looking into Oakland University and U of M Ann Arbor, but does anyone else have any suggestions?

They're much appreciated as I don't know of anyone who also wants to be a costume designer and my school's career counselor is quite new. Thank you in advance.
