I am attempting to make my own little pin up dress for halloween and I am really new to dress making and sewing and things like that. I know a few basics but nothing major. If anyone could link me to a video here or youtube or a tutorial here that would be awesome, or even tell me here. Thanks!

What do you mean by ruche? Do you mean gather (single row) or smocking (several rows to make a block of gathers)?
