mostly i see it attached to the strings hanging out of a hoodie's hood. you squeeze it to get the strings through, and it tightens them up for you. i don't know what it's called though

It's a drawstring toggle. As fetish indicated used for hoodies or tote bags. Not sure what a beauty use would, or is this question miscategorized?
