Hey, I made this! I can make a tutorial if you like, but it's not that hard. I'm in the middle of posting a kandi tutorial to my flickr (http://www.flickr.com/photos/zilliah/) which can be easily adapted. It's not all up yet, but for this piece you don't actually need the rest of it.

You basically take the pattern for the base (green) part, but for each time you go around you increase the number of beads you string on by 2. So steps 1-6 are the same, but for the next round string on 5 instead of 3 (and always keep the colourful bead in the middle). On the next round, string 7, then 9, etc. When it's half the size you want, start decreasing the size by 2, until you're back to 3 again.

You can go to fusionbeads.com and look for basic netting under beading techniques. It shows you how to do the pattern flat but you would be working in the round. I have never made a sleeve like that but just a little something to get you started.
