Comercial lipstick contains really bad stuff, so this is pretty harmless, basically this is just wax and pigments (acording to crayola website). I don't know how seriously allergic people would tolerate the pigments.
3 full spoons (the big ones you use for soup) of mayo and 2 cups of flour, water as needed (just a bit to form the dough). The ingredients are (up left) near the title.

Generic is ok, just don't use pastels or other type of similar items 'cause most of them are toxic
If it becomes to hard dip it in Glycerin, leave a few minuts, works with any dry lipstick
It doesn't get super hard when dry (maybe in winter will pull your skin a bit), its creamy almost like any lipstick
