Start with a plain white tank top.

Now here's a very useful tip:
PUT YOUR TOP ON A BOX BEFORE YOU DRAW ON IT! Then, you'll have a hard surface to work on. -

but is this X like one of the original punk bands from the 70's that is AMAZING with Exene John doe and Billy zoom and of D.J. Bonebreak? The band who is STILL playing after 30 + years of playing?
or is it some other band?

It's another band, mate! XD This is X JAPAN, that changed their name in 1992. Before that year, they were known as X.
