I used cream shadow as the white base but regular shadow would probably work just as well. I have a 48 color palette, which is how I was able to get the three different colors. If you don't have that, experiment with what you have. The pictures are crappy but hopefully you can have some idea about what the colors look like.

Apply the white shadow on the eyelid and around the inner corner of your eyes.
Apply the light blue shadow in the corner of your eyelid over about a quarter of your eyelid.
Apply silver eyeshadow to the crease. Blend colors a little bit and you are done. Add mascara if you so desire.
