First get the shirt you want to sew, it doesnt even have to be black. I got mine from Forever21 for like 4$.

Now get the fabric you want to use

Cut out collars using patterns or by folding fabric and cutting by hand so that they come out exactly the same.

Now get different(or same) fabric and make a bow out of it. I made mine by cutting out a strip and hemming it and then cutting a shorter strip and folding it around the other strip

Hem your stuff and sew it onto the top of the shirt and wa-la!
