She is a 2T ( she is 3.5 years old)
I used 8 yds of tulle (because I used light colors it was see thru so I added more then in items)
It also fits my 9year old as a fluffy skirt.

measure the subjects ribcage (or waist if skirt) then subtract 3 inches
cut elastic at that size
so here would be 17"
Then measure legth. 19" for my little one. -
cut Tulle into strips
If you are using 54" tulle roll tulle from folded edge to salvage edge. cut every 4"-6". the fold edge will be where you loop.
If you are using 6" tulle cut it at
double the legth (38" for here) -
Pull elastic on to you thigh then....
Layer 2 strips of tulle (same or multi colors)
Loop the tulle over the elastic
( i'm showing with a bangle and small scrap) -
Pull thru

pull firm but not tight
-
keep knots close together and all on the same side.

add ribbon like you did tulle tie around neck like a hulter top. Or to the back then tie on either side like a tank.
Add flowers bows, and ribbons till your happy.
