The shirt was a large/x-large one with a v-neck, so the lacing in the front is closing that gap. Since it would have been too tight otherwise, it's only sewed together around the top. And then the lace was just added to make it prettier. This is a great summer skirt but also looks very pretty (kind of an apron look) over a longer, fuller skirt.
