Use your toilet roll to draw the circumference out on to felt. Cut this circle out.
Cut a rectangle of felt that is long enough to fit around the circumference of the roll and wider than the height of the roll.
Sew the rectangle around the circumference of the circle.
Sew down the open edge of the rectangle.
Fold inside out and you've made your cosy.
If you want to decorate the cosy with sequins, here's how. Bring your thread up to the front of the cosy and through a sequin, sew through a bead and then back down through the sequin. Continue this along until you stitch off at the end.

I just have to tell you about a TP cozy you can make without sewing it. We made them for a crafts fair at work and they sold out right away (people lined up for them). We made pumpkin cozies for the TP...orange fabric cut in a large enough circle to wrap and poke into the top center hole when placed upon the fabric circle middle. Then we twisted a brown paper grocery bag for a stem. Last, we stuck fake leaves and berries in next to the stem. You can also make apples, snow people, etc etc. Sounds way too simple to be as cute as they are...I think the colors & patterns we used did the trick.
why do you cover toilet roll? ı am sorry but ı didn't understand it's function:(((( ı didn't see but if you hole you can pull the roll. ı live in turkey and it is the first time ı have ever seen like a this project. :))
Hmm, I'm not terribly sure why we do cover them, I guess some people find them unsightly. I made one to keep a spare roll under, it kind of reminds you to top up the stash I guess.

this is cool i just made one out of blue and orange felt with jewels
