er, well i was watching lady gaga's paparazi and i was like LOL TINY LIPS and so I tried but i'm too dark skinned so really this is a how to for paler people or lighter dark skinned.
sorry for the bum quality pictures lol.

first.
powder or rub concealer that is almost exactly like your skin color, onto your lips.
BE CAREFUL WITH THIS so that none of it gets into your mouth because i'm preeeetty sure its toxic. -
second.
now once your lips are nicely concealed and smooth, apply one layer of light lipstick, and then a darker layer, so it pops.
FOR DARKER SKIN: you probably should use like a really bright red.
FOR LIGHTER SKIN: you should use a nice dark color like black, or navy. you can also use light colors but if you really want it to pop or show up in a picture really well. -
third.
rub the lipstick onto your lips using the shape of your lips but only in the middle.
if you mess up don't worry 'cause you can just use a tissue to wipe the excess lipstick off and leave the middle.
you can also add some more if you feel like it. -
four.
and voila~
you have tiny lips. lol.
if you have an art program, for pictures you can lightly airbush the lips around your tiny lips, JUST A LITTLE BIT.
add lip gloss to make 'em shiny if your lipstick isn't. (:
these lips are perfect for doll cosplay, lolita cosplay, etc.
