Exfoliation is key for soft skin, and this recipe works wonders for people who suffer from oily skin and pimples. Give it a try- it will cost you hardly anything and will leave you with soft, glowing skin.
Sea salt is known for having excellent skin softening properties, while honey is antibacterial, moisturizing and healing to the skin. Nutmeg is known to treat pimples and acne.

Oh yes! Nutmeg is really good for pimples, keep in mind. But I have made this recipe using green tea leaves, which is lovely. Chamomile leaves, I imagine, would be nice as well. But try experimenting, I'd love to hear about any mixes you try.
However, I would advise that any ingredients you use are small particles- big, corrosive items are not good for your skin.

can sea salt be replaced by regular salt

Yeah, the sea salt can be replaced with regular old salt or even sugar. I just recommend the sea salt because it is natural and has healing properties. I find that as a spot treatment, it takes away the redness of the pimple. I'm pretty positive that regular salt doesn't do that.
Sea salt is very inexpensive and has multiple uses- it is great in a bath or body scrub. I suggest using it, most definitely.
