Step 1Start collecting all kinds of ribbons. Of course you can go buy them in your local craftstore, but it's also fun to collect ribbons from christmas/birthday/...-gifts or from that box of chocolates you got from a friend,...

Step 2When you've got enough ribbons, all you need is a pair of old/boring/... shoes, a pair of scissors, shoe laces and a glue gun.

Step 3Cut the ribbons and glue them on your shoe. Make sure that you glue them close enough to each other. You can first sew some sequins or pearls on some of your ribbons if you want.
Fold your ribbons inward the shoe and glue them, if you just cut them they will probably start to ravel. -
Step 4When both shoes are covered with ribbons, you can start to glue a shoe lace among the shoe to make sure that the ends of your ribbons won't start to ravel.

Step 5Voila! Your shoes are ready!
