I suggest using a long shirt. Hope you don't mind the blury pics and the things in the background.

  1. Step 1

    Step 1

    Get a shirt like this.
    Well a regular long sleeve shirt would work.
    You can even use just a regular t-shirt.

  2. Step 2

    Step 2

    Cut from armpit to armpit


  3. Step 3

    Step 3

    Cut off the sleeves and make four matching strips.
    If you want the skirt to be on your lower hips, cut six strips

  4. Step 4

    Step 4

    Take two of them and attach them together to make a strap.
    The same with the other to strips


  5. Step 5

    At this point, or before, you might want to make the skirt smaller.
    I did this by adding a drawstring, but you can use pretty much any method

  6. Step 6

    Step 6

    Attach the straps to the back.
    On the front, you can add buttons, use velcro, or just sew them on.

  7. Step 7

    Step 7

    And then your done

its a skirt made from a shirt.
But if its short enough it can be like a high-waisted skirt
