I didn't feel the need to post a how to for this, because thats how simple it is! You just take a skirt (elasticated are the only ones that would work i'd think...) that fits the measurement above the bust. Then all you need to so is do a few rows of shirring around the bottom to create this adorable strapless summer top :)

I made the skirt I started with, but I didn't want it any more, and instead of just throwing it out I made a summer tshirt for my mum :)
