I did this with pants from hot topic that were WAY too big for me.

CHOOSE YOUR WEAPON. Coloured skinny jeans look the best
Cut off the legs and leave it the length of your entire leg (thigh high)

Put em on and roll down the top of the pant leg to just above your knee and VIOLA! Instant leg warmers.
