This is a version of a halloween dress that was posted by another crafter.
Daughter used an old t-shirt, vhs tape as ribbon/thread, recycled plastic store bags.
cut bags so you use the handles to string onto thread/ribbon. once you have it poofy enough, tie around your waist, but not too tight.
Next (the expensive part) start wrapping duc tape around yourself, and the top of skirt of bags. Up your body. once it's as high as you want, cut away the uncovered part of the t-shirt. We wrapped a 2nd layer for durability. Have a friend slit it carefully down the back. punch holes for the ribbon lacing. done.
