Cut out a 3" long rectangle of white felt.

Fold it in half and pin along the open side.

Take some white thread and a needle. Sew up the side using a hemming stitch to make the felt in to a cone shape.

Cut out two small felt circles.

Stitch one circle on to an end of your felt cone.

Half sew the other circle on to the remaining end of the cone.

Turn the cone inside out and fill with stuffing and finish stitching up the end.

Take a length of white embroidery thread and a yarn needle. Stitch the thread to the bottom of your cone for the tampon cord.

Stick on some googely eyes and stitch a mouth out of black embroidery thread.
