I was making a Hawaii theme party on a low budget and te first thing i made,and the mot important of all accessories,is a lei.
i used paper napkins since i had a lot of them in very pretty and bright colors
so let's get started:

cut the paper napkins in half and cut all the folded parts

start folding like a fan

cut the ends in half circles

tie in the middle with a double knot and spread the napkin

start pealing off the layers on both sides

and taa daaaa! you made a puffy flower

now tie the ropes together with a double konts ant that's it
