You Will Need

Step 1
Find three different size circle shapes to trace, trace as many of each cicle that you need, for mine i made about three or four of each size and added a little extra of the smallest size on top or you can do them all the same size

Step 2paint the circles your preferred colors front and back this one is for a Mexican themed party my friend is having.

Step 3cut out circles and folod them in half, fold small triangles all the way across it should look like a fan, cut off the very tip on the bottom point you don't want the how to be that big open up the paper and you should have a circle again XD

Step 4cut a piece of wire/string make a small loop at the bottom and slide the crimp on to keep it in place (don't forget to flatten it :]) slide on some beads for decoration then slide on the paper pieces. to end it make a large loop at the top for hanging slide on the crimp bead and flatten it.

Step 5
make a tassel or use streamers or if you want shine make some long beaded tails( THIS WOULD TAKE MORE TIME OF COURSE ) tie it onto the bottOM loop and then your bone
