wowee...
it looks like you used a lot of tulle. how'd you get it to fluff up like that?

I actually didn't use that much tulle.
I pulled the black strips under and criss crossed them over each other and then pulled the blue over top of them. There are also really small pieces of white tulle on the inside that are about two and a half inches long that force the tulle to stay slightly erect.
