Based on No Sew Tutu by Mickie
I found this and thought it was easier then sewing it. Now I make them for friends, myself and local models.
some advise, get alot of tulle. I ALWAYS run out when Im almost done. So, get like 5 yards, depending on the size poof you want.

i usey get 5 yards of two colors that usey works. if you go to walmart it only a 1 or 2 a yard. and just use a hair band for your hips
