Print the image you want on your shoes, make sure they are the right size.
And cut it out.

lay the image on the place of your shoe where you want it.
Use it as a mold, make a contour.

Draw the lines inside your contour.
And you're ready to paint it.

Spray some varnish on it so the paint stay on your shoes.
