Get on Bottle of regular glue them make another bottle a glue and water mixture

Arrange the tickets how you want them.

Start glueing the tickets down
Ignore the top, I had to pry decorations off :]

Once you get everything glued down brush a couple coats of the glue and water mixture on top and if it is a nice day put it outside to dry.
Hint: If it isn't nice outside put it on top of a running dryer and that works too.

Add your picture in the frame and you are done.
