Step 1
Draw your design out on paper, full size. You could print it but I did it free hand

Step 2
Pin the felt piece you want to cut onto the back of the paper and cut through both paper and felt so you have the right shape.
Repeat until all the pieces are cut. This takes a whiiiiiile... -
Step 3
Pin the cut pieces of felt into the correct place on a large backing piece of fabric (mine is black felt)

Step 4
Glue one piece at a time, removing the pin and then gluing it down. Repeat until finished

Step 5
Cut out the backing fabric into the window shape.
