I found this picture via Google ages ago , I can't remember the source (sorry!) but this was the way I learnt it & thought I'd share (:

one : first layer nailpolish .

two : second layer nailpolish .

three : randomly add diff coloured messy spots .

four : use tiny brush/tooth pick and draw random lines around the spots using black nailpolish .

& wait for it to dry (:
