Start out with clean and dry lips, no balm.
The glitter can be the cheap kind that you can find at any hobby store!

Assuming you don't normally have black lipstick at home...apply the black eye pencil all over your lips, shape them a bit if needed.

Now apply the white eyeshadow all over your lips using your fingers.

Then apply the blue eyeshadow the same way.

For more glam - dab a bit of water on the lips with your fingers and put some glitter using a qtip.

*To remove - use eye makeup remover, preferably oily based - it's the best and easiest way.
