I'd class this as intermediate level, I assume in the directions that you know how to sew the basics and that you've crafted before.
I recommend you read through this and then gather all the things you think you'll need.
It's a very open tutorial, because the whole point of this thing is embellishment. Make it your own. If you have a store-bought belt or strap, use that. It eliminates the sewing. Use coloured or weird camera filters for the eye-piece. Magnifying lenses are rad too, but they will hurt your eye if left on too long. Cover the front and make it an eye patch.
Just rock it.
