Start drawing any figure that you want on a white paper, then put the acetate or a plastic above the paper.

Put a little thick layer of hot glue (It should be as flat as possible)

Then make a thinner layer but this time it must have relief.

Do the same with all your figures and when cool, remove the acetate and with the scissors cut any detail you don´t like.

With a pointed object make a hole to the charms.

Paint them with a base color

Finally pass a dry brush with some silver paint to highlight the reliefs.
