You need only a old headband as wide as possible and a cd (not your favorite artist)

First you have to cut the cd to tiny pieces. Don't use paper scissors, I used some kind of fish scissors:D (?)
Take the old fabric away from your headband and paint it black. Wait that paint drys. -
You need strong clue to stick up the pieces. Start middle and leave the tops clear.
