Use cupckae mix, bake the cupcakes and let cool off. Put frosting ontop of cupcake and then make any Halloween designs like a spider web with a plastic spider ring in the middle, or a cute ghost and put Halloween sprinkles on top! you could find the plastic spider rings in the dollar store or party city when its Halloween time :)
